New guidelines NTC 2018 and Circular No 7 of 21.01.2019

Good morning,

following the numerous requests for clarification received, we hereby inform you as follows.

The “Initial recommendations of Min. Decree 17/01/2018” Prot. 3187 of 21/03/2018 issued by the Superior Council of Public Works – Central Technical Service, specify that “from 22/03/2018, the Laboratories will carry out tests and issue certificates pursuant to Min. Decree 17/01/2018”.

Therefore, following the entry into force of Min. Decree 17/01/2018, we recommend that you pay very careful attention to completing the TEST REQUEST pursuant to Law 1086/71 which can be downloaded from the website www.tecnopiemonte.com at the following link: https://www.tecnopiemonte.com/download/

The issue of the Circular dated 21.01.2019, explaining the NTCs 2018, has modified some rules for the CERTIFICATION valid for the purposes of Law 1086/71.

In particular, for the laboratory to be able to draft the Test Certificate valid pursuant to Law 1086/71, it is essential that the test requests:

  • are ALWAYS drawn up and signed by the Project Manager/Plant Manager;
  • ALWAYS include the casting dates and the marks/position of the structures involved in each sampling;
  • ALWAYS include the details of the sampling reports.
  • always include the name of the person who delivered the material to the laboratory (who must be the Project Manager or trusted technician with a written proxy from the Project Manager)
  • are sent to the laboratory in original or sent via certified email (tecnopiemonte@dedalusmail.it) in accordance with the Digital Administration code, from which it is possible to identify the sender with certainty (certified email of the Project Manager/Plant Manager)

THE SPECIMENS to be tested MUST also BE CLEARLY IDENTIFIED (casting date, mark, sampling report, part of the work, etc.)

Failure to include EVEN ONE of these items of information and/or identification of the specimens, will mean the laboratory will be obliged to issue a Test Report in place of the Test Certificate. These Test Reports cannot be used for the purposes of Law 1086/71 and Min. Decree 17/01/2018.

Compression tests must be carried out within 45 days from the casting date shown in the Sample Report (which must be attached to the test request). Exceeding this 45 day limit will be reported on the Certificate. It is therefore advisable to deliver the cubes in the days immediately following the casting.

If the number of concrete specimens delivered to the laboratory is less than six, the laboratory shall perform the tests and issue the certificate(s) required, for each homogeneous mixture, but shall add the note “The

number of samples tested by the laboratory is not sufficient to carry out the Type A control required by the NTCs in force”

Before the compression test, the flatness and perpendicularity of the cubes must be verified. In this regard, we recommend the use of PVC cube moulds that best ensure the cubes fall within the tolerances allowed in terms of flatness and perpendicularity, thus avoiding the use of mechanical grinding.

Certificates must bear the name of the natural person who delivered the material to the laboratory. The delivery of the material, the responsibility of the Project Manager (PM), must therefore be carried out by this PM or by a trusted technician with a written proxy from the PM. If the material is delivered by other persons, a Test Report will be issued

The on-site acceptance tests of steels must be carried out before installing the shipment lot and in any case within 30 days from the date of delivery of the material to the site.

For reinforced concrete bars, the bending test is also mandatory. If the Test Request asks for the tensile test only, the Certificate shall include the words “Bending test not requested”
